Am I correct in stating that Bright is private engine, and that only a few individuals besides the author have access to it? Will it be available soon, either commercially or freely?

Bright 0.2b is a private engine.
We decided that we would test a few private engines at our discretion.
We have also tested Chiron 0.8.7
