I don't know if there's a cap on the program strength, but Hamsters should be able to play FRC under Shredder. (I'm not suggesting you start testing it, this is just to remember those little Hamsters can be quite versatile at times! )

Indeed, Hamsters does indeed play FRC under Shredder GUI.
