open a dos command window and type

copy con empty.ctg

then hit <enter>
then press <control> and hit <Z>

and you have it.

Isn't a ctg or abk book a gui issue? The GUI creates the ctg along with the ini and ctb/cto files.

Yes, it consists at least from 3 files (CTB/CTG/CTO). The ini is created later, automatically.

If you select in the Fritz interface: File/New/Openings book... you can choose a name and save a new, empty book. But it isn't zero bytes... on my system, the new CTG file has 8.192 bytes.

The content, IOW the moves can be added to a new CTG book by Edit/Openings Book/Import games...
