It's all a matter of opinion. Some prefer Winboard, others prefer ChessGUI, others prefer something else.
I use ChessGUI for the majority of my CCRL testing. It can be downloaded here: http://www.chessgui.com/

ChessGUI comes with five opening books packaged, plus you can also create new ones from pgns.
- Perfect 2010 (Sedat Canbaz)
- AdamHair 8moves
- HarrySchnapp
- Charlotte 1.0 (Wael Deeb)
- ChessGUI book (Matthias Gemuh)

Charlotte is too fat to be packaged together with ChessGUI.
I may trim her clone down to size, if Dr. Deeb permits it.

Matthias.
My engine was quite strong till I added knowledge to it.

This is of course mainly a matter of taste, and most GUIs are very good and offer all basic features you need. I prefer WinBoard because I usually run multiple tourneys in parallel, or play several games of the same tourney concurrently, and the more flexible window layout of WinBoard makes it easier to tile the different windows so that I can watch them all.
WinBoard only supports round-robins, (multi-)gauntlets and Swiss, but that is really all I need.

Download link for the installer:

He did not really say that, did he? You can also read it as "And don't bother to mention Arena, because I am fed up with that!"

In general, someone thinking Arena is best would have little reason to ask for the download link of another GUI. He would remain silent, happily using Arena, or ask for the Arena download link....
