Here's what this looks like on the Linux workstation I'm at now. Get a specific version of Stockfish (or asmFish) that is compatible with your system. Run it from the command line, with nothing else open. Use the built in bench command, with some specific values chosen for hash, threads and depth. Run this several times and get an average speed. And then find someone reliable with the same cpu and have them do the identical process and compare results. Make sure your results are actually abnormal before doing anything else.

A question: What kind of Windows you use?
As I know for an AMD CPU with 16 cores it needs Windows 10 ENTERPRISE 64bits or LTSB 64bits.

Also what is strange is that cinebench R15 seems to provide correct results with a score of about 3200....

It is true that Windows 10 Enterprise is good.
Maybe Windows 10 Pro is also good.
Manual of your motherboard marks the right Windows version.
It is advisable to keep to the Manual.

Could it be related to the memory access mode?
It is by default on Distributed on my computer....
i tried changing it to local but I cannot have it to local with 16cores/32 Threads but only with 8 cores or less?!
It seemed that at least with 8 cores, the result were promising.

I was suggested that maybe the issue is related to the fact that I am not in quad channel memory but in dual channel. (I have 2x8 GB RAM)
Could that be the problem?

I remember reading that the 1950x has a game mode and a creator mode. To take advantage of all the cores you need to be in creator mode.
I've no idea if this is your problem but perhaps a possibility.
