The presence of a pawn (or doubled pawns) for only one side would make the file half open. A fully open file would have no pawns present.

Okay, so you made me realize I probably have no idea what I'm talking about.

But the only way this makes sense is for this to mean that the isolated pawn is opposed by an enemy pawn (half open file) or not (open file), since it doesn't have any other way to affect those pawns.

But, aah, I just noticed it doesn't actually say "isolated pawn on half open file" is says isloated, maybe a secret definition for something a pawn is doing?
