I can not access chessbomb , chess24 and now lichess.

The sites you name are accessible here, so it must be something local. Have you tried just emptying webbrowser cache, shutting down computer and restarting it? Is it just these chess sites that you can't access?
Debugging is twice as hard as writing the code in the first
place. Therefore, if you write the code as cleverly as possible, you
are, by definition, not smart enough to debug it.

I tried both Firefox on Linux and Chrome on Windows. Still can not connect.

That's probably because you're in Iran where internet is heavily censored.

Easily said but is it true? Could it not just be his provider throttling because of heavy use, or the sites themselves automatically blocking IP addresses from Iran, or antivirus software that is being overprotective. If it persists I would try contacting my provider or the administrators of the sites by email if possible. Chess is not forbidden in Iran as far as I know.

I think it's related to https-only. I tested also my small website using https://www.comparitech.com/privacy-sec ... kediniran/ - doesn't work in Iran. On the other hand, Talkchess happens to work because this site is so badly maintained that it doesn't even have https.
