I think this one should be legal (though the e.p. is superfluous):
[d]r1q1k1r1/1bn1b1n1/p1p1p1p1/1p1p1p1p/P1P1P1P1/1P1P1P1P/1BN1B1N1/R1Q1K1R1 w Qq h6
The first one I posed had both bishops on the same color, and all the pawns were present, so not possible.
This second one adheres to the spec and is 80 characters. Is there a bigger one possible?

That's only 79, though, isn't it? I think that is going to be the max, since the only way to get it longer is to add castling flags. And a castling flag would mean there is a 2 space gap, eliminating the extra character advantage.

you can maintain the structure of the first one and keep to the bishop pair by vertical flipping a bishop pair. Does that help?

unless it is chess 960. Then you could have all castling rights still
