Evaluation staying planted at +13 only means the engine is unable to find a clear-cut game continuation where white forces the win of more material. Which is normal because.. well, it's almost the starting position and the search tree is still immense:)

Mostly disagree. An equally deep search from the true starting position doesn't go up with search (for most engines). There's no reason to expect it to go up just because of a material imbalance, unless it can search deeply enough to bring that imbalance to bear. Evaluation should only go up if it turns out that the leaf position is better than the root. In the opening, both sides have equal chances to improve positionally, so unless the search finds a forced capture, it's unlikely that the score should change significantly.

In this particular case it is possible the material imbalance table + material is so wrong that Stockfish just does not want to exchange pieces to an endgame. But I could not find any rising evaluation, not even at the end of the PV even after I put some 'elastic' in the PV so to get more extensions there trying to look past the horizon.

After 14 full moves followed by a search of 53 plies (+ elastic ) you would expect to have a fairly deep horizon but the score is still only 13.65.
