This is a position coming out of the QGA, where White has to labor to find any advantage -- even coming up with a playable line that offers at least equality is a challenge. White needs to get in moves like e4 and maybe d5 to get decent play.
The human attempt here would be to play 13.a3 so that white could carry out the freeing e4 push without worrying about an immediate b5-b4 by black. 13.a3 actually transposes to a Bogolyubow-Alekhine game, quickly drawn, from the WC match held in 1934. Alekhine equalized right away with 13...Nd5!, where e4 could be met by trading on c3 and then Be7, 0-0 and f5! with a good game for Black.
I consulted with Nezh on this one, and it suggests the immediate 13.e4!? as a more energetic approach. It was originally played by Laszlo Szabo vs Max Euwe. After 13..b4, Szabo went with 14.e5 and the Knights on c3 and f6 got traded off and White got no advantage, eventually losing.
Nezh suggests a possible improvement over 14.e5: 14.Qa4!?N a move that is bound to create more problems for Black, who now has to defend accurately. The e4 pawn will be given up for its c4 counterpart, and White untangles with a decent position, where Black is not objectively worse, but has to work out real solutions to the problems posed by White. The Queens get traded but White's pieces get active quickly. I would look into this, although it is more likely to help in OTB play than correspondence.

Kaissa thinks that e4 and d5 can transpose, but definitely no 0.00 eval for both. This is with Multi PV started after the single line search, so it can profit from that first search. The PV is now more similar to that of Louis's CFish. No tablebases though that can make a difference and there are some experiments going on in search. bench is a low
