NN-testrun of Lc0 0.23.0 Leelenstein 12.1 Net finished (new best result of a NN-engine, but very close to Lc0 0.22.0 T40B.4-160. But LS 12.1 scored 51.5% (+104 =307 -89) vs. Stockfish 190622, which is clearly the best score vs. Stockfish so far)

Is this engine (LS 12.1) commercial or public. If it is public, is there a download link?

That's not an engine, it's just a net.
Taking ideas is not a vice, it is a virtue. We have another word for this. It is called learning.
But sharing ideas is an even greater virtue. We have another word for this. It is called teaching.

11.1 can be freely downloaded here:
https://www.patreon.com/file?h=30567135&i=4550499
And the cuda/cuda16 binary here with trade penalty and some other non-zero modifications is here:

For my information you can browse the patreon posts:

Pohl used the regular lc0 v23 for this test, but ccc (where 11.1 defeated SF in 200 game finals) and navs stream (where 11.1 defeated terminator j188 net in 100 game match) uses the binary above. CCRL also used this binary and has the link to it after clicking on the LS 11.1 #1 entry.
