ChessBase/MegaBase. You get games every couple of weeks, and it includes more than TWIC provides (although TWIC is very good). Quite a few games are annotated. It is not cheap but it is much better than most Internet sources, which are full of errors (TWIC excepted).
Chessbase also has a correspondence games database but it is not updated as frequently. You can get high-quality correspondence games from ICCF (http://www.iccf.com) but you have to sign up as a member to get to the download page. They update monthly. Be aware that quite a few correspondence games are lost by forfeit (usually time forfeit) and they don't always indicate why the game was lost.
