Curiously Fritz, Shredder, HIARCS and probably Junior are in their 11th reincarnation at the right now, although all of them began their lives in varying times.
According to my study, the strongest commercial engines according to their version numbers: (as of Nov 2007)
Correct me if I'm wrong.
VERSION 1: Rybka 1.0

Free and the strongest "Version 1" engine of all time.
VERSION 2: Rybka 2.0
===============
Rybka 2.0 is the strongest "Version 2" engine of all time so far.
VERSION 3: Shredder 3.0

Shredder 3.0 is the strongest "Version 3" engine of all time.
VERSION 4: HIARCS 4.0
===============
I think HIARCS 4 is better than, say Fritz 4 or Junior 4.6 or even Shredder 4.0
VERSION 5: Shredder 5.0

I think Shredder 5 is better than, say Fritz 5 or Junior 5 or HIARCS 5 by a good margin.
VERSION 6: Shredder 6.0 Paderborn

Shredder 6.0 Paderborn can beat all other "Version 6" engines in a match. Fritz 6, Junior 6 and HIARCS 6 can't dent Shredder 6 enough
VERSION 7: Shredder 7.04

The almost perennially strong Shredder 7.04 can beat all other "Version 7" engines in a match
VERSION 8: Shredder 8.0

Shredder 8.0 can beat all other "Version 8" engines in a match
VERSION 9: Shredder 9.0

Shredder 9.0 can beat all other "Version 9" engines in a match
VERSION 10: Junior 10.0

Junior 10.0 can beat all other "Version 10" engines in a match (I think this slot is disputable. Take for example HIARCS 10 and Shredder 10. Also, Fritz 10.)
VERSION 11: HIARCS 11.0

HIARCS 11.0 can beat all other "Version 11" engines in a match. (I think this slot is disputable. Take for example Shredder 11. Also, the new Fritz 11. Chessmaster 11's engine is not quite this level yet)
VERSION 12: Chess Tiger 12.0

Chess Tiger 12 can beat all other "Version 12" engines in a match
VERSION 13: Chess Tiger 13.0

Chess Tiger 13 can beat all other "Version 13" engines in a match. Of course, there aren't any other version 13 engines at the moment!
VERSION 14: Chess Tiger 14.0

Chess Tiger 14 can beat all other "Version 14" engines in a match. Of course, there aren't any other version 14 engines at the moment!
VERSION 15: Chess Tiger 15.0

Chess Tiger 15 can beat all other "Version 15" engines in a match. Of course, there aren't any other version 15 engines at the moment!
If Rybka keeps her pace, then she will inevitably replace all the engines starting from Version 3 to 15!

According to your list Chessmaster 11000 beats all other 11000 engines. Chessmaster engine is a version 3 engine in my opinion King 3.50..
Version 10, even though Junior won the world championship, the fixed Deep Fritz 10, is the strongest 10 version. Also, from the results I have seen Fritz 11 should be the strongest 11 once the deep version is released.
Also, Goatka 1.0beta32bit is the strongest goat version engine of all time.

This is not correct. Before Rybka 1.0 beta there are older Rybkas version (before Fruit).
In the Système du Suisse saison n°3 is a weak Rybka 1.5.32. This version is older than the Rybka 1.0 AF (After Fruit).

Mexico is a weird choice for a version number, though. Maybe there's an internal version number.

Their is no standard in the chess community. a better way would be to go by year not version number.

if we went by year and just looked at all engine for that year then shredder 7.04 has to be the strongest engine ever.
