Has anyone notice Lczero does not allow castling? At least in Cutechess?
No.
What you probably mean has nothing to do with LC0, but with how castling
is done in CuteChess. Please read the manual or do a search in the forum.

You are correct, the mechanics of castling in Cutechess is weird, but I figured it out. The king must be dragged to the rook, which of course is not the square the king ends up on. Strange!
