One should compare the previous rules with the new ones.
Anyway, I think perhaps it is easier nowadays (except this 2 past years due to pandemia) than 20 years ago, just because there are much more high rated tournaments and chess is much more spread.
Taking that in account, and regarding just for this specific boy, I think that perhaps no. as he has had to achieve his 3 norms in pandemia's time, and that he is indian, and I don't know if there are so many valid tournaments during these 2 years on his region to get the norms compared to Russia 20 years ago.
