Rebel 16 is the next step in the cooperation between Ed Schröder (Rebel) and Chris Whittington (Chess System Tal).
1. Rebel 16 uses the search code of Chess System Tal but comes with its own (much improved) network evaluation.
2. Rebel 16 will be the last version.
3. Now that our work is fully exchangeable (engine and network) Ed will fully devote his time on improving Chess System Tal.

Indeed, Rebel 16 seems to have an altogether different search and evaluation. From a cursory glance though a few test positions, Rebel 16 seems to be extremely strong and more tactically aware.

It's not broken, but under development.
