Looks like modern defense too me. After Nc3 and Nf3 black has nothing better than play d6 and Nf6 which gives a normal Pirc defense.

Black plays c5 instead in the Sniper.

Looks like a Modern to me. I like to play simply Pc3

There is also the White Sniper 1.g3 2.Bg2 3.c4 which we could try after.

We now transpose into the Modern as the Sniper is no longer playable - 4. Nd2 c5 is the only option here (3. Nc3 or Nf3 then c5 is the usual move order).

Dxc6 and if you play Nxc6 then Nf3
