Satana 2.2.17 doesn't have transposition tables nor null moves and find it in 153 seconds:

Looks like strong programs will not find Rh1 or at least take a long time.
This is because strong programs use nullmove and lmr.
with a small modification

I only gave a minute each, so I guess others can solve it.

I notice that all of the solvers except sting are at least influenced by Ivanhoe or Rybka family tree. I did not study Sting enough to know if there are any Ivanhoe/Rybka techniques in it like the huge material imbalance table.

The easiest and dirty :) way to do a "mate solver", at the root:
