According to CCRL this is a private engine

http://ccrl.chessdom.com/ccrl/404/

so I doubt there is an official download available.

Years ago Vincent Diepeveen (Diep-maybe the best known private chess engine) developed the subject on this forum. Just try a search !

You have to do support, you have to solve compatibility issues, you can't go commercial.

Gian-Carlo gave us Leela for free, so we better don't complain

I was thinking the same thing - but most do anyway. There is one big plus in sharing your engine - you are notified of bugs that most likely you will never even be aware of. Of course. if you are sharing an engine that is using code from another engine that is licensed under GPL , then you must be willing to share your code as well. So if you do no want to share your code - you keep it private.
