If your computer remember the list of people disconnected, it may be possible to set up a routine to send a message to the TD's of ICC after x number of days to adjudicate the adjourned games. For a human, that is a pain in the butt, but a computer should be able to do it without sweat.
I have another problem with ICC. I just signed up for six months to test it and I can hardly get anybody to play against my engine (Gaviota, ICC handle is JLSeagull). Actually, I think Gaviota played one game against Symbolic. Sometimes I wait a long time to have reply to my "seek"'s

For a new account, I recommend you have no formula, and seek blitz and standard time controls and one kind of fast standard, too. Let everybody play, and don't bother with NOESCAPE. You don't care about lots of adjourned games, just lots of games to establish your rating. After your account is established and well-known, you can start to weed out the numbskulls and abusers.

I have no formula. It seems that people do not want to play newbies (I am actually an oldie that left ICC in disgust when became a company). Now FICS locked my account because I have not used it for a while. Now I have to resend all my information (it took a week for them to reply). I know... I get what I pay for. I am not complaining, just explaining.

They took about 9 months to lock mine, I was surprised that it took them so long and was even wondering if they would not lock it at all. I didn't use it because nobody was playing me, and I was getting a lot more games by playing as a guest.

My account played with mostly GNUChess and Phalanx XXII on slow hardware (200MHz, 233MHz). I think that made it weak enough to interest humans and lower rated programs. I racked up many thousands of games on that account. I would sometimes switch to a fast laptop and slug it out with stronger programs or play in the odd computer tourney.
Perhaps running your program on an old machine will temp more players, especially humans rated above 2000.

You didn't read what he wrote carefully enough. This is _one_ player that has adjourned games against all the programs he listed. Not a list of programs that have adjourned games...

I think he may be using disconnection to play one program against another, or possibly to assist with correspondence games.
I note that his rating for standard time control games is about 800 Elo higher than for blitz. This may have an innocent explanation, but not one that I'll believe.
