I'm not sure why chess can't be solved earlier.
If it can be proved that chess is a win by finding an example of, say, an irrefutable "mate in 70" from the start position, then not all permutations would need to be analysed.

A mate in 70 is already a long way to go, but imagine now that it's mate in 500 moves ... or worse, draw : you've to prove all the lines from the beginning are not winning ...

That's illogical. After 30 years of play I know beyond doubt chess is a draw. It takes real tangable material advantage for one side to win and 99 out of 100 times a pawn up isn't enough to win. Why was my last post deleted?
The human brain is still the fastest supercomputer. According to this source it is handling 10 quadrillion instructions per second, but it really is hard to say.
