I downloaded the small version. There is some files in 7z-file. There is *.wri-file in spanish. An online translation says that the engine is not meant to be distributed. It seems that it's a private e-mail from the author. Weird situation. May be our spanish-speaking friends here can bring more light at the case.
In Arena Qalat is recognized as WB-engine, it's from Debug-window:

I am preparing a website and a pack with some tools and all the chess engine by developers who speak Spanish. All the tools and engines are free download. Despite this I sent an email to developers. All responses were positives for the pack. (With some developers is difficult to contact because many times email addresses no work)
Initially the engine Qalat was considered private, an expert in this world of the engines told me that he has a public version of 2001. Like the rest of developers I sends he a email, unfortunately the e-mail does not work.
As Evgenii said there is a file extension wri, I read and I saw that he asked not to distribute the engine because soon it would be a release free. Reading this It made me doubt if the engine was private or not, this is one of the reasons why I recently delayed the launch of a page.
Now I have to talk to the person who told me about this version of Qalat and she told me that that after reviewing the file, your error, the version is private.
