Yes, these up-to-date dev versions are a great service! 
If I would start a large tournament or something like that, I'd see no reason to use an old version, "official" or not. Of course, that question is different for engine rating list testing, which wants to refer to a specific version collecting as many test games as possible.
Anyway, I guess the differences are not big, yet... (?)
The Stockfishers are conservative about releasing new major versions, despite having dozens, "internally". Maybe that's wise to do so. Certainly less stressy for methodical testers.
