It was the case, I believe, that Apple originally only wanted 'outside' (hobbyist) developers to create applications for the iPhone that only used the very highest level of their APIs (web based applications I think) - has this changed? I think I already know the answer to this, given you are using an official dev kit to create a low-level app, and if that's the case then good on Apple for allowing anyone with the will and ability to do it, but do you know why they had a change of heart on this?
