It does not need to be a draw for everyone.
I believe that anand calculated and found that he is sure that it is a draw
and I know that you cannot trust evaluation of engines in opposite color bishop endgames..
Put 40. Kg5, leave it for couple of hours with your strongest endgame engine and than tell me what you think.
Unfortunately for Topalov he didn't see it...

Pardon, but cannot the white king force entry to f6?
You cannot force a win in this position. Save a mistake from your opponent.

I black goes to Kh6 - h5 forcing gxh5 Kxh5, then Kh6 + g --> g6/ hxg6 Kxg6 white wins if at that point black cannot play Kf8 (for instance, the bishop is in c5). Blacks needs to be very careful about this, but it may be able to draw forcing the B out of c5, with Kg7 (after Kxh5) Bd4+ Kf7 /Kh6 Bd3. If at that point, after trading pawns in h5, black can defend h7 with the bishop (Bd3) and black can take the King to f8-e8 it is an automatic draw. I think it is a draw but not yet.

No, black will only play Kf7-g8 when white plays Kg5-h6, and until then, black plays waiting moves with the bishop that do not allow white to promote his d-pawn.
