I would like fide to allow handicap games for fide rating when the handicap giver can be a computer or a human.
My idea is the following:
1)Only one player in the tournament can participate as the handicap giver when the other players in the tournament know in advance about this player(organizers of tournaments are free to organize tournaments when handicap givers are not invited for them).
2)This player together with the material handicap may start with fide rating 0(participant may be for example dragon without c7,f7 when dragon without knight b1 may be cosidered as a different player and can participate in a differenet tournament with fide rating 0 and same idea for humans without some material).
3)time control of all the games is going to be 90+30 for standard time control(and also the same for faster time control when rating in faster time control is not based on rating in 90+30 but always start with 0 unlike normal chess)
4)A player who ask to play need to pay some significant money for fide to register(for example 500$) when later the player is going to be able to contiune with the same handicap like other players.
Do you think fide is going to accept this idea or maybe it is a question of money and in order to accept this idea we need to pay more money for fide for it?
Are there people who are interested in donating money for it to happen?

Well, Komodo would be willing to spend some money to get a knight odds FIDE rating, but my guess is that the amount that FIDE would want plus the amount needed to entice masters to play in the event would be more than we would want to spend. Also FIDE might just reject the idea as it would make the human ratings depend on a nonstandard start position. If there are 10 players in a tournament(9 humans and komodo) when everybody plays everybody then 8 out of 9 games a participant play is not against komodo and from the normal start position against the other players and it is possible to decide about a rule that after a game is not from the standard position a player must play at least 8 games for rating from the standard position to be allowed to play again not from the standard position against some odd giver for rating.

Sure, that sort of rule would help counter objections. There will always be some purists who will object to rating any nonstandard chess games.
