It is very odd indeed, chessbase say there is no new version, and that is quite a compelling statement. But, if there are no code changes but just re-compiled, then maybe there is no inconsistency
The speed increase surely would not account for +20-25 ELO

If we assume that a twofold increase in speed results in a 60 point increase in the rating, and if version 11.1 is, on average, 10% faster than version 11.0 (which earlier tests seem to indicate), then we would expect a rating increase of about 9 points (because 1.1 ^ 7 ~ 2, and 60/7 ~ 9). The 11 point increase is in close agreement with this premise.

Maybe he just wants to know where the engine file is located. Files with a .engine extension are normally located in
C:\Program Files\Common Files\ChessBase\Engines, and files with a .eng extension are usually in
C:\Program Files\ChessBase\Engines.
