Gentlemen,

The testing on HGM's server seems to have been successful on two
fronts. One, his patch to fix the auto pairings mamer seems to work; there
weren't any 3 successive blacks. Two, he had a number of spectators and all
went well.

So, I will work around my Nov 12 conflict and we will have the
tournament on the weekend of Nov 12/13 2011. I will have the web pages and
registration ready by Wednesday night October 26 2011. The tournament will
be on HGM's server.

Will accounts on HGM's server be created automatically, or will entrants need to contact HGM directly?

Speaking as a 3rd party you need to message him personally to create an account. It'll email you a temp password. At least from experience. I may stand corrected.

The registration process on the server is not automatic; As far as I know the software to do that wasnotpart of theopen-source package. The macine on which the ICS is running has no POP server installed anyway, so registration e-mails reach me through my regular provider on a completely different machine, and then I have to log in as admin on the ICS to make the account by hand.

The ICS should automatically inform the newly registered user by e-mail about the assigned password, however. If I entered a correct e-mail with the user, that is.

I am thinking what would be the best way to organize this. I suppose people that register on the site Charles set up will have to reveal their e-mail in the process. Charles could forward their registration e-mails to me, so I can make the account. I can also give him admin privileges on the ICS, so he could create the account himself. Whatever he prefers. It would be useful for him to have admin rights anyway during the tourney, and also the right to operate mamer (i.e. be on mamer's list of 'Tournament Managers').
