I can connect to the port 16002 (div 4) but I cannot connect to 16001. Is that down?

At home, I connected once, but I could never connect again. Same setup, same laptop.

sorry to hear you're having problems connecting to 16001. All ports that I'm broadcasting through should work. I've seen connections in all four at various times.
