Other option is right click on the engine output (at the bottom of the screen by default) and select Limit Playing Strength to Elo..., then write something between 1200 and 3000 (it is also explained in the user's manual).
Summarizing: yes, it should be found at UCI options; however, I do not know any GUIs other than this old version of Arena (2.0.1).

In Arena 2.0.1, you should find the Strength parameter in the configuration window of the engine (shortcut Ctrl + 1 if Houdini is loaded as 'Engine 1') and set a value from 0 to 100.
