That's a lot to consider, and I'm not very clever so......what do you think the impact is on the elo of an engine if it doesn't implement under promotion ?

How is this a relevant question? What's the Elo impact of disallowing knights in the corner of the board? The answer is "who cares?". If you don't implement the rules of chess, your program is not playing chess. If it only compromises the performance by say 20 elo, then I will leave it until later. If its impact is 200 elo then I will look at it straight away.
It would be nice to know which.
