If it is a game on the board then the opponent plays a move and later press on the clock.
If you are fast enough you can reply to the move before the opponent press on the clock.
My move is made when I have pressed the clock.
You are not allowed to even touch the pieces while it is my move. When the opponent moves around on the board with his clumsy fingers while it is my move, he is clearly disturbing and obstructing me and acting against the rules.

The facts are that players in the world cup clearly touch pieces before the opponent press the clock.

See the following video from minute 34:34

White played Qf7:Qf8 when black did not wait for white to press the clock before touching the bishop in order to capture the white queen.
I do not think the situation with the game between women that you see at the same time is better and some move were played when pieces fell and it is not clear what is the position.
