It's not so much about testing - I can do that on my own machine. It's more about an online "hang out" to drop in once in a while and find other engines and engine authors online. That used to be the case with ICC, but I guess that's ancient history now.
How come could you hang out with engine authors online? I saw in almost all cases bots don’t talk or just auto printed out some pre-entered text, but not human chatting.
I think for online bots we have a different testing kind which differs from offline ones. Say, for testing opening, time management, combining of engine+hardware, one settings vs varying engines…

I'm not entirely sure I understand the question. ICC has channels, one being a computer channel. You could easily chat while your bot plays games. It used to be pretty common to log in and find conversation there. Or, just start a direct chat with someone you know.
I was sad to see that Crafty, which used to be online pretty much all the time, hasn't logged in in years now.
Yup, I also hang around with engine authors a lot, I learnt about Mantissa almost 5 months ago, by chatting with the author. Same witha a new clueless engine, which is not even released yet (not the one that we know)
Arasan is still logged into FICS and ICC almost all the time. But yeah, there are few other (C) accounts there anymore. I don't know if the interest in playing computer chess online has waned or if it's just moved to other servers. Playchess has a fair amount of activity but less now I think than it used to have. Some players are on InfinityChess but last I trIed I couldn't get their interface to run properly on my computer.
