I suspect that if you reran the lowdraw book test using 4 cpus, Dragon 3 vs SF, and a longer tc like 40 moves in 15 min (CCRL Rapid), the 88% draw rate would rise to the upper 90s. But I could be wrong.

I suspect you are right.

88% draw rate is quite low. The blitz FRC match between SF15 and Dragon 3 (1CPU) was 84% (260 draws of 310) so not much higher than that.
