Well, going by the CCRL testing, for 40/15 time controls, it's Berserk, and for blitz (2' + 1'') its Leela Chess Zero. Although, the ratings at the top are all very close. Stoofvless, Etheral, Beserk, Koivisto etc are all up there.

Without NNUE, free Ethereal 13.82 github is much weaker than Berserk 9, Koivisto 8.13, Fire 8NNMC3 Rebel 15.1 and even others

Only commercial build + NNUE is close to free Berserk 9 and Koivisto 8.13.
