Did you write Nebiyu? The use of a Mobile device is fine. Hardware is open in the tournament. When you say mobile, will you be using a WIFI connection or some service that gives you internet access on the go. IIRC, Ian Osgood posted a method to directly connect Novag units to ICC. I recall he had a Novag Sapphire to FICS for a while.
