Just Windows default settings, and if I get prompted in specific cases to allow something through I'll decide on a case by case basis. I checked the firewall, and yes chessviewer is specified there as an application that has permission. So it seems I must have been prompted some time in the past, and granted it permission. You should have been prompted to do the same I think, if not then you have to enter it manually.

I am having the same problem. Turning off firewall doesn't help; nor does killing virus protection. I added Tom's Live Chess Viewer as an app which has permission to communicate via Windows firewall. [I also saw that the setup of TLCV was in quarantine, but I already have TLCV so no setup needed]
