Harvey Williamson with his ties to commercial interest should definitely not be allowed as mod here. Recently, he engaged in subliminal attacks on stockfish due to its strength gain.
Sorry Franklin, but it is the democratic charter that makes this computer chess forum so unique from others - even when this produces some chaos here and there. So you can't exclude someone from the elections, how democratic would that be ? I mean Harvey never hides the fact that he is involved in the Hiarcs team so everybody knows what he is voting for. In fact in Harvey's position I would have declined the nomination just because everybody will have a suspicious eye on him just to find some reason to bash him even when his decisions would have nothing to do with the interests of the Hiarcs team. He has decided the other way, I respect that. Finally the voters will get what they vote for, that is how a democracy works. However, to exclude someone is for sure the wrong way.

Thomas, my language of disqualification is not appropriate. Every member who meets the qualifications should be allowed to participate. I should have been more clear on my stands. What is clear to me it seems many do not have the information I have or understand where am coming from. So, I will provide a link to my recent post for my rational. One who is reasonably fair-minded will judge the situation prudently.

You are right. He was against Stockfish. In his post from the refference you sent us he said:

In very near future Stockfish will be official representative of IIFG, so Glaurung and Stockfish are diferente just now, will be more diferent every month, and you should support both of them.

Stockfish will indeed diverge more and more from Glaurung 2.2, in exactly the same way that Hiarcs keeps diverging more and more from Hiarcs 10. Nevertheless, Harvey is not allowed to enter Hiarcs 10 and Hiarcs 13 in the same tournament. You can't enter two versions of your program just because a long time has passed and you have changed a lot of code in between. Harvey, I, and virtually everybody else consider this a very fair and sensible rule.

Glaurung 2.2 doesn't need anybody's support any more than Hiarcs 10 does. They are both no longer in development, and since a long time succeeded by newer and far stronger versions.

If you want to change how tournaments are done, you should be talking to people like Peter Skinner (who runs CCT) and Charles Roberson (who runs ACCA). I have found both approachable, reasonable, and flexible when I have participated in tournaments run by them in the past. People other than the actual tournament directors may have opinions, but the tournament directors are the ones that make the actual decisions...just like testers make the actual decisions about what they test. Which is as it should be in my opinion. Those that do the work, should make the rules.
If you don't like the way tournaments are run by those currently in charge of them, and find them unsympathetic to your perspective, then you could always try setting up your own organization and running your own tournaments. Charles did that in 2006, which is not really that long ago, and has had great success.
