I think I know why he decided not to play. He played 26 blitz games (3'2") with LeelaRookOdds, and lost every one of them! I guess he concluded it was "mission impossible". Eight of the other players have played multiple games with it in the last few days, most players choosing either Rapid or 5'3", some 5'2" or 3'2" (one even played at 90'30"). I count the total non-bullet score (including Pavel) as 1 win, 4 draws, and 184 losses! The only winner was the top rated IM, who scored 1 win and 1 draw in six games at 5'3". So perhaps he is favored in his match, but probably every one else (except perhaps the other IM, who didn't play yet) will be just hoping to get a draw.
The only problem with this theory is that the 26 games he lost were after he decided not to play and not before he decided not to play.

the weakest player changed his mind and told me that he agree to play with NN odds if it is going to allow some strong above 2200 players to compete with the rook odds.

I guess it is not going to happen because I do not know about more strong players above 2200 who agree to play with the rook odds.
