Ra6 and Qb5 both make perfect sense imo.
But I'll go with

Ra3

gives us a lot of flexibility imo, and nearly forces black to take on d5, otherwise we may transfer the rook to the K-side.

After exchange of the knights we can decide where we want to put the f1-rook and the queen. The a3 rook can go to a6 later. I think we can afford this because black does not have a clear way to improve its position.
