Would. However, in the case I ever wrote a chess-årpgram I wouldn't test it on ICC. Got some bad vibs when they limited guest access. All good clubs I know in real life normally alow people to visit, even frequently and maybe have some games with vacant members.

Yes. A live logfile would make cheating a lot harder. Provided it contains more than just the moves, of course

A preventive but perhaps too extreme trick here could be to require everyone to "Tell" each iteration to some sort of bulk account running on the server. In doubt this can be compared to the log file.
In the case of the Winboard protocol this would be no problem to add for engines at all. (send "TellICS Tell <account> same-string-that-you-log" , to Winboard)

Doesn't have to be just on ICC. It could be some of the other events like the CCTs, the ACCA tournaments, even testing on something like CCRL. I got to know Dave Slate, Ed Kozdrowicki, Ken Thompson, etc by asking questions, and meeting them in ACM events. There are lots of ways to become "known" so that you can get into a WCCC. But the WCCC probably should not be an event for "everyone" anyway, it should always have a somewhat limited number of programs to keep quality up and make it as difficult as possible for anyone to win it.

This one really surprises me! You played and still play in ICGA tournaments, which require handing over the sources to the tournament organization, when contested. Surely, giving out an executable is much less sensitive.

It makes sense for organizers to reserve the right to inspect (not obtain) sources. In theory, if this is done properly, it shouldn't cause any big problems. In practice, I'm not so sure.

That's exactly what I had in mind. It doesn't even need to be custom, just uncommon and hard to get.

This might not be so easy to define formally, but the same problem exists with regulating remote play in live tournaments.
