Peacekeeper v1.20

This release is 119.5 elo stronger in selfplay, and 80 elo stronger in a gauntlet against other opponents of similar strength, with blitz elo ~2500, LTC elo ~2470.

Its main unusual feature is that it is coded in the language F#.

48.3 +/- 5.3 Elo in self-play

Was hoping for a more significant gain in this release, but it is what it is. Had quite a bit of trouble with the rewriting the search and ultimately just went with modifying what I had rather than rewriting it.

But, I've learned a good deal more, especially about BigInts in Javascript (which are slow as hell), so I think it's time to start with another rewrite and see if I can't make bigger improvements.

Already released in 2022/12/22, but it escaped me, because I still thought the author was anonymous.
I compiled a first version already for me in July 2022.
Now after checking again, I saw it had a release last December and that the authors real name is given
in the cargo.toml file inside the engine folder. (uci author id still shows the github nick)
