In their compiled form, yes they are free to use.
That does not mean you can decompile them for your own clandestine gain without permission.
Sorry, but I can't see any such statement in this license. On the contrary: "Both versions of these components are free and can be used and transmitted without restriction".

If whenever there will be a case in the court,this statement will end it very fast
Otherwise,it must be mentioned not to decompile or disassemble the exe file....
This does not mean that I agree with what Osipov did,no way

Seems clear to me Chris. You're inserting your interpretation and words that are not there. You may wish they were there but they are not.
