I authored some code in there and I can tell you right now, you are free to do whatever is allowed under GPL, but I sure did not gave any explicit permission nor endorsement to this nobody.
But I will be thrilled to watch WCCC title a weak edited compile of someone else's code while the same group of people launched a crusade against Rybka for using some "mere library code" as per HGM's standards.
I don't think it is worth to argue though, they didn't have a good judgement back then, therefore I wouldn't expect them to have it now.

And as usual it shares 99% of code with sf, 99,99% if we include NN, and other 1/0,01% is atrociously written piece of garbage that makes sf weaker by 10-20 elo. Meanwhile ofc every version merges every sf change up to date - so there is no "copy this state and develop from there", there is only "always copy latest sf and add the same bad garbage on top of it".
