Even back when CTF was active, a lot of people posted toxic nonsense because they were hiding behind fake or non-existent "real" names.
Probably new administration should crack down a bit on this, or else delete the provision alltogether.
Rules for some, but not others is not how you do things fairly.

No one is 'exempted from this'. But in the upgrade to phpBB 3 the real names of all existing members were deleted from the database. Now that we control the site again it has become possible in principle to force members to provide a name, but we have not adressed that problem yet.
In the case you reported: I don't know why this member slipped through. I typically ignore such registration attempts.

These are aliases, not real names. The old phpBB 2 forum had a mod to display the real names above forum postings, instead of the aliases used for logging on. (Quotes still used the alias, though.) But phpBB 3 no longer supported that.
