The latest stable release of WinBoard (4.4.4) is now available as binary installer from the WinBoard forum. Apart from the new WinBoard executable, the only really new thing is the inclusion of the UCI2WB adapter, which would allow you to run UCI Xiangqi engines and USI Shogi engines under WinBoard.
Note the 4.4.x series is a bugfix version. I also updated the link to a bare executable for the development version, though. For the really advanced stuff, you should use that. It should work well if you use it to replace the winboard.exe of the binary 4.4.4 install.

No. Neither are there any plans to make one. I don't see any benefit whatsoever; it would likely only decrease performance by using larger data types (64 bits in stead of 32)...
Perhaps someone with a 64-bit system could try it out, and report about the CPU usage of the 32-bit version compared to the 64-bit version.
