I think it's not possible because in the rules, you've to declare draw at your turn (and before you play your move).

the draw must be claimed by a player on his turn to move.
It is also against the rules simply because checkmate ends the game, even without a claim. There is no way to claim any kind of draw in a checkmate position.

I concur that the 50-move rule has to be invoked by the player having the move. And once the checkmate has occurred, the game was ended, depriving the checkmated player of claiming a 50-move draw,

9.3 	

The game is drawn, upon a correct claim by a player having the move, if:

    he writes his move, which cannot be changed, on his scoresheet and declares to the arbiter his intention to make this move which will result in thelast50 moves by each player having been made without the movement of any pawn and without any capture, or
    the last 50 moves by each playerhave been completed without the movement of any pawn and without any capture.

The situation on the recently passed 75-move rule (effective July 1, 2014) for play without a capture or pawn move is a little different. This draw is not at the option of either player or dependent on which player has the move, because the draw is automatic, except if the 150th ply is a checkmate.

If one or both of the following occur(s) then the game is drawn:

    the same position has appeared, as in 9.2b, for at least five consecutive alternate moves by each player.
    any consecutive series of 75 moves have been completed by each player without the movement of any pawn and without any capture. If the last move resulted in checkmate, that shall take precedence.
