Release: icsdrone-rs uci oriented icsdrone

Thought this might be useful for others, especially people who want to participate in the monthly nightmare-chess (C) tournament. It's a clean rewrite and focuses on UCI based engines rather than relying on xboard, zippy, wb2uci and other glue. Everything is configured via the config.json so you can specify Hash, SyzygyPath, Threads, polyglot book.
