White started by Nf5+ when f6 fell(see second 49)
It is not fair that black had to use his time to place f6 again on the board and I think that the right thing for the arbiter was to stop the clock and give black additional time as compensation for it.

Later black left the rook at b5 so black should not be allowed to put it at b4 but in case black had additional time maybe black could avoid this mistake.
