Try if scorpio.exe works in console, Daniel described some diagnostic steps here once, you already know the thread, read it till the end again:

If it doesn't work in console neither, maybe you need special syntax for install.bat- commands, that was the case with e.g. my 3070ti, for this one,
...\install.bat --trt 72
solved my problems, but I don't think it will fit for your GPU as well neither, then only Daniel himself will be able to help.

(in directory ...\Scorpio\bin\Windows ) is the one to try in console just by double clicking it to see if it works.
scorpio.bat go infinite
as described by Daniel in the other thread works only as a dos command given already in the correct directory. First start dos- prompt, then cd ...
